In regards to citation 1, item 1, issued on October 10, 2015, the employer has failed to submit abatement certification within ten days of the abatement date, November 14, 2015.  The violation read as follows:       29 CFR 1910.243(e)(1)(i):  Power lawnmowers of the walk-behind, riding-rotary, and reel power lawnmowers shall be guarded in accordance with the machine guarding requirements in 29 CFR 1910.212, General requirements for all machines:   a.  At the workplace, the blades and discharge opening on the Hustler Super Z riding rotary mower (Model: 930875; S/N: 11851838) were not guarded with a discharge chute.   b.  At the workplace, the blades and discharge opening on the John Deere ZTRAK riding rotary mower (Model: 757; S/N: TC0757B057532) were not guarded in that the discharge chute was bypassed and tied back.   c.  At the workplace, the blades and discharge opening on the Scag V-Ride stand-on riding rotary mower (Model SVR52V-730FX; S/N: G1200220) were not guarded with a discharge chute when the grass catcher was not being used.   d.  At the workplace, the blades on the Toro Greensmaster 1000 walk-behind reel power greens mower (Model: 04050; S/N: 11204) were not guarded in that the grass basket was not always used.   e.  At the workplace, the pulley-starter and flywheel on the Toro Greensmaster 1000 walk-behind reel power greens mower (Model: 04050; S/N: 11204) were not guarded.   f.  At the workplace, the blades on the Exmark Turf Tracer HP walk/ride-behind rotary mower (Model: TT4819KAC; S/N: 529777) were not guarded in that the discharge chute was not used.     b. In regards to citation 1, item 3, issued on October 9, 2015, the employer has failed to submit abatement certification within ten days of the abatement date, November 14, 2015.  The violation read as follows:       29 CFR 1910.243(e)(1)(iii):  A shutoff device shall be provided to stop operation of the motor or engine.  This device shall require manual and intentional reactivation to restart the motor or engine:   a.  At the workplace, the seat safety switch on the John Deere ZTRAK riding rotary mower (Model: 757; S/N: TC0757B057532) was not functional.     c. In regards to citation 1, item 4a, issued on October 9, 2015, the employer has failed to submit abatement certification within ten days of the abatement date, November 14, 2015.  The violation read as follows:       29 CFR 1910.1200(e)(1):  Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met, and which also includes the following:   a.  At the workplace, the employer did not develop, implement, and maintain a written hazard communication program which included paragraphs (f), (g), and (h) of this section for labels, safety data sheets/material safety data sheets, and employee information and training for employees exposed, but not limited to, the following chemicals:  Sure Klean Vanitrol containing hydrochloric acid, NMD80 New Masonry Detergent containing hydrochloric acid, Sure Klean Light Duty Concentrate Cleaner containing phosphoric and gluconic acids, gasoline, diesel, 2-cycle mix, motor oil, bar oil, grease, WD-40, hydraulic oil, anti-seize, carburetor cleaner, and various aquatic and non-aquatic herbicides.     d.
