29 CFR 1910.1030(c)(1)(i): The employer, having employees with occupational exposure as defined by paragraph (b) of this section, did not establish a written Exposure Control Plan designed to eliminate or minimize employee exposure.  On or about October 05, 2015 employees acting in the capacity of lead teacher, teacher, and assistant teacher were exposed to bloodborne pathogen hazards where required to perform first aid on children as a collateral duty and the employer did not develop a written exposure control plan.
