29 CFR 1910.23(c)(1): Open-sided floors and platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent):    (a) Bays Having Elevated Industrial Steel Work Platform Systems - The employer did not provide standard railings on the working side of the platforms or ensure that employees adjusted the work platforms (three platforms per side) such that no gap through which employees could fall existed between the working side of the platforms (the side next to the truck trailer) and the truck trailer, exposing employees to the hazard of falling 9 feet 3 inches to the floor below, on or about October 8, 2015.    (b) Bays Having Elevated Industrial Steel Work Platform Systems - Employees stood on the work platforms (three platforms per side), and rocked back and forth to manually adjust the three platforms, each approximately 20 feet long, horizontally into place away from or against a truck trailer.  None of the platforms had a fall protection system along the working side (the side next to the truck trailer), and a gap of 20.5 inches could exist between the side of the truck trailer and the platform with the platform adjusted to its maximum distance from the trailer side, exposing employees making horizontal adjustments to the platforms to the hazard of falling 9 feet 3 inches to the floor below, on or about October 8, 2015.    (c) Bay 8, Elevated Industrial Steel Work Platform System - The work platforms on either side of the bay extended beyond the length of a 48-foot long truck trailer, at the front end of this trailer.  The work platforms had no fall protection system along the sides facing the truck trailer where the work platforms extended beyond the length of the truck trailer, and the employer did not provide a means for blocking/preventing employees from walking past where the work platforms extend beyond the truck trailer, exposing employees to the hazard of falling 9 feet 3 inches to the floor below, on or about October 8, 2015.    Abatement certification required within 10 days after abatement date. The certification shall include a statement that abatement is complete, date and method of abatement, and state employees and their representatives were informed of this abatement.
