Stair railings were not installed in accordance with the provisions of Sec. 1910.23.  On or about 10/13/2015 in the trailer repair shop at 6575 Marshall Blvd in Lithonia, GA: Employees were exposed to a fall hazard of up to about 9 feet to the lower level. The employer failed to install midrails on both ends of the stairways leading to the platform used by the employees to access the top of the trailers.

Ladder stand/scaffold did not have at least two (2) of the four (4) casters and shall be of the swivel type.  On or about 10/13/2015 in the trailer repair shop and on-site at 6575 Marshall Blvd in Lithonia, GA: The manual propelled scaffolds used by the employees to access the top and side areas of the trailers at heights up to 9 feet 4 inches were not equipped with proper casters to prevent movement.    1. Two black manual scaffold being used by the employees at the time of the inspection to install metal material on the trailer was not equipped with the required casters.  2. One yellow manual scaffold used by the employees to work on the top and sides of the trailers was not equipped with the required casters.
