29 CFR 1910.132(a): Fall protection was not used when necessary whenever hazards capable of causing injury and impairment were encountered.      In the scalding tank area, the employees climbed up onto the edge of the scalding tank without fall protection to clean inside the tank exposing the employee to an unprotected fall hazard of approximately 4 feet.
