29 CFR 1926.501(b)(13): Each employee(s) engaged in residential construction activities 6 feet (1.8 m) or more above lower levels were not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501 (b):    a) Exterior of the Building - 2nd Deck: Employees without any means of fall protection were exposed to a fall hazard of approximately 19 feet while engaged in framing activities , on or about 10/14/15.

29 CFR 1926.1052(c)(1): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with at least one handrail and one stairrail system along each unprotected side or edge:  a) Exterior of Building - 3rd St. Facade: Employees were using an iexterior stairway that did not have a handrail to access the 1st floor of a residential building, exposing employees to a fall hazard of approximately 9 feet, on or about 10/14/15.  b) Interior Stairway: Employees were using an interior stairway that did not have a handrail to access the 2nd floor deck of a residential building, exposing employees to a fall hazard of approximately 10 feet, on or about 10/14/15.
