29 CFR 1904.40(a): The employer did not provide an authorized government representative the records within the four business hours. At this establishment, at Corpus Christi Army Depot (Hangar #47), on or about October 10th, 2015, the employer, Goshawk, LLC, failed to provide copies of the injury and illness records (OSHA Forms 300 and 300-A) for calendar year 2012, 2013, 2014 and 2015 to an authorized government representative (OSHA compliance officer) within the four business hours. An employer may use the business hours of the establishment at which the records are provided when calculating the deadline.

29 CFR 1926.62(e)(2)(ii): The employer's written compliance program for lead did not include all the requirements of 29 CFR 1926.62(e)(2)(ii) (A)-(I): a) a description of each activity in which lead is emitted (e.g. equipment used, material involved, controls in place, crew size, employee job responsibilities, operating procedures and maintenance practices); b) a description of the specific means that will be employed to achieve compliance and, where engineering controls are required engineering plans and studies used to determine methods selected for controlling exposure to lead; c) a report of the technology considered in meeting the PEL; d) a detailed schedule for implementation of the program, including documentation such as copies of purchase orders for equipment, construction contracts, etc.; and, e) a work practice program which includes items required under paragraphs (g), (h) and (i) of this section and incorporates other relevant work practices such as those specified in paragraph (e)(5) of this section.
