29 CFR 1926.451(c)(2): Supported scaffold poles, legs, posts, frames, and uprights did not bear on base plates and mud sills or other adequate firm foundation:  (a) Enterprise, MS. On or about October 22, 2015 employer and employees were applying bricks to exterior of commercial building using a welded tubular framed scaffolding that was siting on dirt ground and was sinking into the ground because no mud sills were placed under the post base plates.

29 CFR 1926.451(f)(7): Scaffolds were not erected, moved, dismantled, or altered only under the supervision and direction of a competent person qualified in scaffold erection, moving, dismantling, or alteration and such activities were not performed by only experienced and trained employees:  (a)  Enterprise, MS. On or about October 22, 2015 employer had assembled a welded tubular frame scaffold on the exterior of new school building without having a qualified competent person making sure that it was assembled correctly and safely.
