29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems: (a) Jobsite, Morrow Park Apartments, Baum Boulevard, Pittsburgh, PA: On or about October 26, 2015 three employees were on the 6th floor balcony, approximately 50 feet above the ground, that was not protected by guardrail systems, safety nets nor were the employees utilizing personal fall arrest systems. The employees were on the balcony unloading and moving a steel door and no fall protection systems were in place to prevent exposure to a fall.
