29 CFR 1910.176(b): Material stored in tiers was not stacked, blocked, interlocked or limited in height so that it was stable and secure against sliding and collapse: a) Ballast Form Solar Panel Area - On or about - 11- 4 - 15 - Employees were exposed to struck by hazard from banded bundles of rebar that were overhanging the planking they were set on causing them to be unstable when banding was removed. The 5 foot high by 6 foot wide by 8 1/2 foot long bundle overhung the planking it was set on and when unbanded the section that overhung the planking slid and fell on two employees standing in front of it.
