The user shall climb or work with the body near the middle of the step or rung.  The user shall not step or stand higher than the step or rung indicated on the label marking the highest standing level of the ladder.    (a) Employees were standing on the top two steps of an 8' fiberglass Cuprum step ladder and the employer did not ensure the manufacturers recommendation of not standing on the top two steps was followed.
