It is likely these were present due to rodents/ dead rodents that were in the walls and ceiling.  The flies had been allowed to stay there. Employees were exposed to potential diseases from a fly infestation.

A continuing and effective extermination program was not maintained:  (a) On or about November 13, 2015 on the second floor of the ATF facility, the floors, windows, and other spaces were found to contain an infestation of living and dead flies.
