29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was 6 feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems:   (a) Jobsite:  On or about November 17, 2015, an employee was not protected from falling while he was working (painting) at the edge of the roof.  The fall hazard to the employee was about 42 feet to either the concrete sidewalk or to the asphalt parking lot.

29 CFR 1926.503(c): When the employer has reason to believe that any affected employee who has already been trained does not have the understanding and skill required by paragraph (a) of this section, the employer is to retrain each such employee such as inadequacies in an affected employee's knowledge or use of fall protection systems or equipment indicate that the employee has not retained the requisite understanding of skill:   (a) Jobsite:  On or about November 17, 2015, the employee working at the edge of the roof needs to be retrained in the recognition of fall hazards and in the methods to minimize these fall hazards.
