29 CFR 1910.1200(e)(1): Employer had not developed or implemented a written hazard communication program included the requirements outlined in 29 CFR 1910.1200(e)(1)(i) and (e)(1)(ii): a) For the establishment at 8412 Sabal Industrial Blvd., Tampa, FL 33617, as observed on or about 11/24/2015, employees used hazardous chemicals such as, but not limited to, gear lubricant, Klean Strip Mineral Spirits, roller cleaning paste, white lithium grease, anti-static spray, Kleen strip premium stripper, Wikoff Color Corp. inks, Pressmax 280 Fountain solution, Kohl and Madden inks, Hurst inks, and Superior printing inks. A hazardous communications program for chemicals used was not available. The chemicals used were flammable/combustible, and eye, skin, and respiratory irritants.

Chemicals such as fountain concentrate and general wash/roller wash were stored in unlabeled chemicals. No hazard warnings, name, or other acceptable identifying signs were present.

29 CFR 1910.303(f)(1): Each disconnecting means required by Subpart S of Part 1910 for motors and appliances was not legibly marked to indicate its purpose, nor located and arranged so the purpose was evident: a) For the facility at 8412 Sabal Industrial Blvd., Tampa, FL 33617, as observed on or about 11/24/2015, the disconnect for the chiller was not labeled and management was unsure which disconnect powered the chiller. The chiller supplied cool water to the press. In event of maintenance there was risk of electric shock if the chiller was left on or reconnected when work on equipment was still underway.

There was no strain relief for the visible wires.
