29 CFR 1926.1402(c)(1): The controlling entity did not ensure that ground preparations necessary to meet the requirements in paragraph (b) of this section were provided:    (a) Suncor Energy (USA) Pipeline Company, at 5801 Brighton Boulevard, Commerce City, CO: On and preceding 11/23/15, Suncor Energy USA Pipeline Company did not ensure that ground preparations necessary to meet the requirements in paragraph (b) of this section were provided.  Elkhorn Holdings Inc, under the direction of Suncor Energy (USA) Pipeline Company, was constructing a pipeline.  On 11/23/15, a Grove model RT770E 70 ton hydraulic boom crane operated by Elkhorn Holdings Inc tipped over while moving sections of steel piping during the construction of the elevated pipeline. Suncor Energy (USA) Pipeline Company did not ensure that ground preparations were provided to ensure for adequate support for the 70 ton crane.  This condition exposed employees of Elkhorn Holdings Inc to a crane tip over hazard.
