In this case, employees performing die changes are relying on the guarding interlocks rather than removing all energy from the machine using a viable lockout procedure and affixing a lockout device to maintain a zero energy state.        Abatement certification is required for this violation.  The abatement certification sheet is enclosed with the citations.
