29 CFR 1926.1052(c)(1)(ii): Stairways having four or more risers or rising more than 30 inches (76 cm), whichever is less, were not equipped with a stairrail system along each unprotected side or edge:  a) At the jobsite, on or about December 3, 2015, a stair rail system was not provided on the open side of the lower section of the stairway that provided access from the first floor to the second floor, exposing employees to fall hazards of up to 7.3 feet onto the concrete floor.
