This condition exposed employees to inhalation hazards.

29 CFR 1960.8(a):  The Agency head did not furnish employment and a place of employment to each employee that were free from recognized hazards that caused or were likely to cause death or serious physical harm:  Coal Handling Areas:  On or about December 3, 2015 and at times prior thereto, coal dust was allowed to accumulate on horizontal surface in heights from one-thirty second (1/32nd) to three-quarter (3/4) inch in areas including the Thaw Shed, Basement, Crusher Deck, Magnetic Deck, Sandwich Conveyor Deck, Tripper Room.  This condition exposed employees to fire and explosion hazards in the event of coal dust ignition.  The U.S. Air Force, 354th CES was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.269(v)(11)(xii) which was contained in OSHA inspection number 307507830, hazard notice number 1, item number 1 and was affirmed as a final order on 09/23/2011, with respect to a workplace located at Eielson Air Force Base.
