Grove St.  East Orange, NJ    The employees were not given the basic information on respirator usage, maintenance, storage, and the respirator's physiological effects when worn.  Employees voluntary use 3M 8210 N95 respirators while installing plumbing during a renovation of an 84 unit apartment building.    Condition observed on or about  11/24/2015

29 CFR 1926.62(l)(1)(i): The employer did not include lead in the program established to comply with the Hazard Communication Standard (HCS) 29 CFR 1910.1200, did not ensure that each employee has access to labels on containers of lead and safety data sheets, and did not ensure each employee had training in accordance with the provisions of HCS and paragraph (l) of this section:    a) 106 N. Grove St., East Orange, NJ    The employer did not include lead in the hazard communication program and ensure that each employee had access to labels, safety data sheets, and training in the hazards of lead.  Employees performing plumbing work were exposed to damaged and flaking paint throughout the building containing between 0.17% and 0.40 % lead.      Condition observed on or about 11/24/2015.

29 CFR 1926.1101(k)(3)(ii): Before work under this standard is performed employers of employees who will perform such work shall inform the following persons of the location and quantity of ACM and/or PACM present in the area and the precautions to be taken to insure that airborne asbestos is confined to the area.    a) 106 N. Grove St., East Orange, NJ    The employer failed to notify employees of the presence of asbestos in the thermal system insulation (TSI) located on the boilers in the basement and failed to inform them of precautions to take to minimize airborne release of asbestos while installing new plumbing where ACM and/or PACM may be present.  Employees were exposed to thermal systems insulation containing up to 40% Chrysotile asbestos, floor tile containing up to 13% Chrysotile asbestos and wall plaster containing 2% Chrysotile asbestos.    Condition observed on or about 11/24/2015.
