29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge: Throughout the facility, up to 11 exit doors had dead bolt locks that would have to be turned to open the door. All the exit doors had handles which would require turning to be opened. The west exit door in the Coating Solvent Storage Area was dead bolt locked.
