Occupational Safety and Health Act of 1970 Section 5(a)(l): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were not notified of the requirements for compliance with the employer's lockout/tagout policy: Employee(s) retrieving mail from directly underneath the parcel sorting machine were not specifically notified of the requirements for compliance with the employer's policy and specifically made aware of the lockout procedure to protect them from point of operation and or rotating parts hazards. Consensus Standard ANSI Z244.1-1982, Personnel protection lockout/tagout of energy sources minimum safety requirements, Paragraph 3.3.1: All employees shall be specifically notified of the requirements for compliance with the employer's policy and specifically made aware of the lockout/tagout procedure. Feasible Method of Correction Ensure pertinent employees are specifically notified of the requirements for compliance with the employer's policy and specifically made aware of the lockout/tagout procedure. DISCLAIMER: a) The employer is not limited to the abatement method(s) suggested by OSHA. b) The employer is responsible for selecting and implementing an effective abatement method. IN THE ALTERNATIVE 29 CFR 1910.147(c)(7)(i)(A): Authorized employee(s) did not receive training in the recognition of applicable hazardous energy sources, the type and magnitude of the energy available in the workplace, and the methods and means necessary for energy isolation: (a) Employee(s) retrieving mail from directly underneath the parcel sorting machine and exposed to point of operation and or rotating parts hazards had not been trained in the parcel sorting machine lockout procedures. Abatement certification and abatement documentation is required for this violation. The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful. The abatement certification sheet is enclosed with the citation(s).

29 CFR 1910.212(a)(1): One or more methods of machine guarding were not provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks: Employee(s) retrieving mail from directly underneath the parcel sorting machine were not protected from point of operation and or rotating parts hazards. IN THE ALTERNATIVE 29 CFR 1910.147(d)(3): All energy isolating devices that were needed to control the energy to the machine or equipment were not physically located and operated in such a manner as to isolate the machine or equipment from the energy source: Employee(s) retrieving mail from directly underneath the parcel sorting machine were not protected from point of operation and or rotating parts hazards when energy isolating devices were not operated in such a manner as to isolate the machine from the energy source. Abatement certification and abatement documentation is required for this violation. The documentation should include written verification of abatement, applicable measurements or monitoring results, and photographs or videos which you believe will be helpful. The abatement certification sheet is enclosed with the citation(s).
