29 CFR 1910.212(a)(1): One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. Examples of guarding methods are-barrier guards, two-hand tripping devices, electronic safety devices, etc.     (a)Central States Manufacturing, Inc. @ 2010 North Western  Avenue, Hartford, SD 57033: On or about December 3, 2015, the employer did not ensure that the Schechtl D-83533 Shear, located in the Trim Department was adequately guarded. Employees were required to remove a small metal strip left over from the cut that would get hung up within the shear.   On December 3rd, 2015, an employee attempting to remove a scrap piece of metal from the back of the shear, reached over the top of the machine gaining access to the unguarded rear of the knife. While reaching behind the machine, the operator left his foot in the treadle. The shear cycled with the employees fingers in the point of operation. The employee sustained a partial amputation to the middle finger on the right hand. The condition exposed employees to amputation hazards.    (b)Central States Manufacturing, Inc. @ 2010 North Western  Avenue, Hartford, SD 57033: On or about December 3, 2015, the employer did not ensure that the FAMCO 16 GA Mild Steel Shear, located in the Accessories area of the Trim Department, was adequately guarded. The point of operation associated with the rear and sides of the shear were exposed. Employees could reach into the cutting action from the side and rear of the machine during operation. The condition exposed employees to amputation hazards.
