29 CFR 1910.147(c)(7)(i)(B): Each affected employee shall be instructed in the purpose and use of the energy control procedure. (a)Royal Canin @ 630 North Derby Lane, North Sioux City, SD 57049: On or prior to December 5th, 2014, the employer did not ensure temporary employees were provide adequate training to ensure that the purpose and function of the energy control program was understood by temporary employees operating the Busse and Rosie Retort Can Loaders. The employer did not ensure employees acquired the knowledge and skills required for the safe application, usage and removal of energy control devices, including but not limited to the following machines or equipment: (1) Busse Retort Crate Loader; (2) Rosie Retort Crate Loader Abatement Note: The training shall include the following: (1) Each affected employee shall be instructed in the purpose and use of the energy control procedure.

29 CFR 1910.212(a)(1): One or more methods of machine guarding shall be provided to protect the operator and other employees in the machine area from hazards such as those created by point of operation, ingoing nip points, rotating parts, flying chips and sparks. (a)Royal Canin @ 630 North Derby Lane, North Sioux City, SD 57049: On or prior to December 5th, 2014, the employer did not ensure employees and temporary employees performing sanitation preparation on the Busse Retort Crate Loading machine model #PLH70, serial number 90, were protected from an unguarded in-going nip-point. The in-going nip point was associated with a tensioner idler roller located on the loader carriage conveyor belt within the machine. On December 5th, 2014, a temporary employee working in close proximity to the unguarded tensioner idler roller located underneath the conveyor, inadvertently had her left arm up to the elbow, caught in the loader carriage belt. This condition exposed an employee to caught-in-between hazards.
