Each employee on a steep roof with unprotected sides and edges six feet (1.8 m) or more above lower levels shall be protected from falling by guardrail systems with toeboards, safety net systems, or personal fall arrest systems:  a.  At the construction site located at 7505 Worthington-Galena Road, Columbus, Ohio, employees were performing framing work on the roof of a three story apartment building with a pitch of approximately 7 in 12 and approximately 28 feet in height with no fall protection, thereby exposing the employees to a fall hazard.
