29 CFR 1926.451(c)(2)(i): Footings were not level, sound, rigid, and capable of supporting the loaded scaffold without settling or displacement:    On or about December 18, 2015 and in times prior thereto the scaffold leg base plates were placed on scrap lumber, soft soil, near soil banks and on loose rock.  The scaffold was located on the exterior of the building.  This condition created a fall hazard from up to 80 feet of elevation to workers on or near the scaffold in the event of foundation failure.
