Abatement certification was not received for the following violations:        a.    Citation 1 Item 1a & b, and     b.    Citation 1 3a & b.

These fall hazards included:    a.         7 ft., 7 in. from open window sill to ground below from window opening in stairwell and b.         37 ft., 10 in. from top of 4th story exterior wall.

These fall hazards included:    a. 9 ft. to 4th story floor and/or  b. 37 ft., 10 in. to ground level.

29 CFR 1926.1060(a): The employer did not provide a training program for each employee using ladders and stairways, as necessary, which would train each employee in the procedures to be followed to minimize hazards related to ladders and stairways:     Mark Roland dba Roland Construction had employees exposed to fall hazards, while accessing and exiting the top-plate of the 4th story exterior wall by the use of a ladder that did not extend at least 3 ft. above the upper landing surface, on a construction site in Champaign, Illinois.  The employer did not provide construction safety training to employees, in order to provide them with the knowledge necessary to recognize the hazards related to ladders, as well as the proper work procedures to follow, in order to minimize and eliminate theses hazards.  This training would include:    a.         The nature of fall hazards in the work area,  b.         The correct procedures for erecting, maintaining, and disassembling the fall protection systems to be used, c.         The proper construction use, placement, and care in handling of all ladders, d.         The maximum intended load carrying capacities of ladders, and  e.         The standards contained in this subpart, Subpart X  Stairways and Ladders.
