Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of fire/explosion hazard: The Century 1 Inc Dust Collection System/Equipment exposed employees to the hazard of fire/explosion resulting from the potential ignition of Class II combustible wood dust, in that, the dust collection system, machinery and/or equipment does not meet the requirements specified in NFPA 664. At the time of this inspection the employer could not provide documented information to confirm that the Dust Collection System/Cyclone has the following: 1. A spark detection system. 2. A fire suppression system. 3. A fire damper 4. Documentation/retention of the records specific to the dust collection system pertaining to the following: inspections, testing and maintenance as well as the service provider identification. 5. Documentation/retention of the training provided to employees/supervisors involved in the installation, maintenance and operation of the equipment. 6. Documentation/retention of records on the dust collection system such as the manufacturer, operating manual, safety manual, etc. Among other methods, one feasible and acceptable means of abatement would be to comply with the guidelines outlined in the National Fire Protection Association (NFPA) 664 Standard for the Prevention of Fires and Explosions in Wood Processing and Woodworking Facilities (2007 Edition.) Sections: 664 8.2.2.6.2 and/or 664 8.2.2.6.3 Spark Detection System. 664 8.2.2.5.2 Dust Collectors with Fire Hazards and/or 664 8.2.2.5.3 Dust Collectors with Deflagration Hazards 664 10.2.1 and 664 10.2.2 Develop and document the use of an Inspection, Testing and Maintenance Program 664 10.3 Maintain supporting records to include but not limited to, drawings/documentation of initial installation/purchase, routine inspections, test/repair history, fire and safety/audit reports, service and manufacturers data sheets.
