29 CFR 1926.1437(e)(1): Barge, pontoon, vessel or other means of flotation did not have a list and trim device located in the cab or at the operator's station. (a) Off of Young's Bridge: On or about January 20, 2016 and times prior thereto, employees were using a barge with a crane with a capacity of 100 tons and the barge did not have a list indicator for crane operations. This exposed the operator to not knowing if he was exceeding the list of the barge for the size of the crane and load he was lifting.

29 CFR 1926.1437(h)(5)(i): A marine engineer, marine architect, licensed surveyor, or other qualified person who has expertise with respect to vessels/flotation devices surveys the internal portion of the barge, pontoons, vessel, or other means of flotation. (a) Off of Young's Bridge: On or about January 20, 2016 and times prior thereto, employees were using a barge with a crane with capacity of 100 tons and the barge had no current surveys. This exposed employees to potential struck-by hazard if the barge listed or rolled during lifting operations.
