Worksite located at 1625 S. Sharp, Building B, Marshall, Missouri- Employees were working and walking underneath roofers working above who were dropping materials off the roof and employees below were not wear hard hats while walking beneath the elevated workers.

29 CFR 1926.1053(b)(1): Where portable ladders were used for access to an upper landing surface and the ladder's length allows, the ladder side rails did not extend at least 3 feet (.9 m) above the upper landing surface being accessed: (a). Worksite located at 1625 S. Sharp, Building B, Marshall, Missouri- Employees were exposed to a fall hazard in that employees were using a step-ladder to access the second level of the building in which the step-ladder did not extend at least 3 feet above the upper landing surface.
