29 CFR 1910.22(d)(1): On every building or other structure, or part thereof, used for mercantile, business, industrial or storage purposes, the loads approved by the building official were not marked on plates of approved design and securely affixed in a conspicuous place in each space to which they relate:  a)       Metal Shop:  Aluminum and PVC pipes were stored on wooden rafters above the employees work area, exposing employees to possible struck by hazards.

29 CFR 1910.23(a)(2): Ladderway floor opening(s) or platform(s) were not guarded by a standard railing with standard toeboard(s) on all exposed sides (except at the entrance to opening) with passage through the railing either provided with a swinging gate or so offset that a person could walk directly into the opening:  a)       The Salmon Shed Head Tank was attached to a platform which was approximately 12 feet high.  The ladderway opening did not have a swing gate or a standard railing to prevent employees from falls.

NOAA was previously cited for a violation of this occupational safety and health standard, which was contained in OSHA inspection number 906829, citation number 2, item number 5and was affirmed as a final order on July 23, 2013, with respect to a workplace located at Pasco, Washington.
