29 CFR 1910.147(c)(4)(ii): The energy control procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to items (a) through (d) of this section: (a) On or about June 4, 2016, the employer did not ensure that energy control procedures including, but not limited to, RAP 7020 ARPAC wrapper/heat tunnel, clearly and specifically included a statement of the intended use of the procedure, how to perform the start test to verify the equipment has been de-energized, the magnitude of pneumatic and thermal energy, the temperature at which the machine should cool before being serviced or maintained, the location of where and how to bleed the pneumatic energy, and how to verify all the pneumatic energy has been bled and dissipated. Employees performing service and/or maintenance activities on the RAP 7020 ARPAC wrapper/heat tunnel were exposed to the hazards of pneumatic, electrical and thermal energy. In accordance with 29 CFR 1903.19(d), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in addition, documentation demonstrating that abatement is complete must be included with your certification. This documentation may include, but is not limited to, evidence of the purchase or repair of the equipment, photographic or video evidence of abatement, or other written records.
