29 CFR 1910.1200(e)(1): Employers shall develop, implement, and maintain at each workplace, a written hazard communication program which at least describes how the criteria specified in paragraphs (f), (g), and (h) of this section for labels and other forms of warning, safety data sheets, and employee information and training will be met, and which also includes the following:  On or about 04 February 2016, the employer did not maintain at each workplace a written hazard communication program in accordance with 29 CFR 1910.1200(e)(1) that would describe or include at least the following: 1) Requirement for labeling and other forms of warning; 2) Employee information and training; 3) A list of hazardous chemicals known to be present in the workplace;  4) Methods to inform employees of the hazards on non-routine tasks; and  5) Methods to provide other employer(s) access to safety data sheet; information on any precautionary measures and the labeling system used in the workplace.  Abatement documentation is required in accordance with 29 CFR 1903.19(d)

29 CFR 1910.147(c)(4)(ii): The procedures shall clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, the following:  On or about 04 February 2016, the Employers written lockout/tagout program did not include procedures that clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of unexpected energizing, start up or release of stored energy. Employees gaining access to the machines who perform servicing, maintenance, and tool changes were exposed to caught in hazards.  Abatement documentation is required for this item in accordance with 29 CFR 1903.19(d)  The Arnel Industries, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.147(c)(1), which was contained in OSHA inspection number 1008209, citation number 01, item number 02 and was affirmed as a final order on 09 April 2015, with respect to a workplace located at 57 W. Interstate Road, Addison, IL. 60101.

29 CFR 1910.303(b)(7)(i): Unused openings in boxes, raceways, auxiliary gutters, cabinets, equipment cases, or housings shall be effectively closed to afford protection substantially equivalent to the wall of the equipment.  On or about 04 February 2016, the employer failed to cover unused openings on the electrical enclosure near Press #15. Employees were exposed to inadvertent contact with energized parts and fire hazards.   Abatement documentation is not required for this item.   The Arnel Industries, Inc. was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1910.303(b)(7)(i), which was contained in OSHA inspection number 1008209, citation number 01, item number 04 and was affirmed as a final order on 09 April 2015, with respect to a workplace located at 57 W. Interstate Road, Addison, IL. 60101.
