29 CFR 1926.501(b)(13):  Each employee engaged in residential construction activities 6 feet (1.8 m) or more above lower levels was not protected by guardrail systems, safety net system, or personal fall arrest system, nor were employee(s) provided with an alternative fall protection measure under another provision of paragraph 1926.501(b):    Instance a. Site Building - On or about February 4, 2016, fall protection was not utilized by employees performing framing activities on the third-story roof while expose the falls of over 27 feet.      Instance b. Building Windows - On or about February 4, 2016, five window openings on the second and third floor levels were not provided with guard rails to prevent employee fall hazards of over 18 feet. Was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 315859991, citation number 2, item number 1, and was affirmed as a final order on 10/11/2011, with respect to a workplace located at 82 Bacon St., Winchester, MA.    Russell Abbott d/b/a Russ Abbott Construction LLC. Was previously cited for a violation of this occupational safety and health standard or its equivalent standard 29 CFR 1926.501(b)(13), which was contained in OSHA inspection number 315486589, citation number 1, item number 3, and was affirmed as a final order on 07/6/2011, with respect to a workplace located at 82 Bacon St., Winchester, MA.
