29 CFR 1910.132(a): Protective equipment was not used and was not maintained in a sanitary and reliable condition when necessary whenever hazards capable of causing injury and impairment were encountered:  On or about February 4, 2016, and at times prior thereto, at the Paint Shop, painters did not use personal protective equipment (PPE) that protected the face from skin contact with polyurethane paint aerosols.  The Marine Depot Maintenance Command Production Plant Barstow was previously cited for a violation of this occupational safety and health standard or its equivalent standard (name previously cited standard), which was contained in OSHA inspection number 1099106, citation number 1 , item number 1 and was affirmed as a final order on December 30, 2015, with respect to a workplace located at MDMC Bldg. 573, Yermo, CA.

29 CFR 1910.107(b)(5)(i): The average air velocity over the open face of the paint spray booth was less than 100 linear feet per minute:  a) On or about February 3, 2016, at the Paint Shop New Bay 1, the average air velocity at the face of the paint spray booth exhaust was 70 feet per minute.  b) On or about February 3, 2016, at the Paint Shop Old Bay 1, the average air velocity at the face of the paint spray booth exhaust vents was approximately 68 feet per minute.  c) On or about February 4, 2016, at the Paint Shop Booth 4, the average air velocity at the face of the paint spray booth exhaust vents was approximately 38 feet per minute.
