The use of a body belt in a tethering system or in a restraint system is acceptable and is regulated.      a) On or about 02/08/16, outside, at the front of the main building under construction at the FedEx site, 3779 Lake Shore Rd., Blasdell, NY:  Two employees were exposed to a potential fall of approx. 20 ft. while installing the FedEx sign on the building from the elevated basket of an aerial lift on a bucket truck.  Both of the employees were wearing a full body harness, but neither of the employees was tethered to the boom or basket of the lift.      NO ABATEMENT CERTIFICATION REQUIRED
