29 CFR 1910.36(d)(1): Employee(s) were not able to open an exit route door from the inside at all times without keys, tools, or special knowledge: a) On February 11, 2016, the employer did not ensure that all exit route doors could be opened at all times without special knowledge. Employees were exposed to becoming entrapped in the event of a fire due to an Emergency Exit (North Elston Avenue side) having a door latch, which was separate from the door knob, in the closed position that unless moved to the open position would not allow the door to be opened at all times. b) On February 11, 2016, the employer did not ensure that all exit route doors could be opened at all times without special knowledge. Employees were exposed to becoming entrapped in the event of a fire due to an Emergency Exit (white overhead door) having three separate door latches in the closed position that unless moved to the open position would not allow the door to be opened at all times. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET).
