29 CFR 1926.451(g)(2): The employer did not provide fall protection for employees erecting or dismantling supported scaffolds. On the north side of the construction site, employees engaged in dismantling a tubular welded frame scaffold without fall protection were exposed to a fall hazard of more than 35 feet to the ground below.

29 CFR 1926.454(c): The employer had reason to believe that an employee lacked the skill or understanding needed for safe work involving the erection, use or dismantling of scaffolds, and the employer did not retrain such employee so that the requisite proficiency was regained: On the north side of the construction site, employees engaged in dismantling a tubular welded frame scaffold were not trained properly on the use of fall protection during dismantling exposing them to a fall hazard of more than 35 feet.
