29 CFR 1918.11(a): The employer used the vessel's cargo handling gear without ascertaining that the vessel had a current and valid cargo gear register and certificates in accordance with ILO 152 recommendations.    Coastal Dock, F/V Frontier Explorer; on or about 11 February 2016 and times prior thereto, a Olympic knuckle boom crane, Model MK 7500, serial number 5641030, mid-deck crane was used for off-loading operations, without ascertaining that the crane had a current annual inspection. Last certificate issued by Arxcis, Inc. expired on 16 May 2015. The condition exposed employees to a struck-by hazard.
