29 CFR 1926.501(b)(1): Each employee on a walking/working surface with an unprotected side or edge which was six (6) feet (1.8 m) or more above a lower level was not protected from falling by the use of guardrail systems, safety net systems, or personal fall arrest systems. (a) East Side Of Building: An employee performing construction work from an east side second story balcony was not protected from falling to the lower level. An adequate guardrail was not constructed, in-that only a mid-rail was installed exposing the employee to a fall hazard of approximately 10 feet. (b) East Side of Building: Employees performing installation of siding on the ground were not protected from falling into the window well openings located along the east side of the building. Employees were exposed to a fall hazard of approximately seven (7) feet.
