29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner: a) On or about 02/23/16, in the Rescue Room of the Niagara Falls State Park Police Station under construction at 555 Whirlpool Street, Niagara Falls, NY: Employee was exposed to potential fall of 4 ft. 11 in. while performing drywall taping work from the platform of a mobile fabricated frame scaffold. None one of the four wheels on the scaffold was locked. NO ABATEMENT CERTIFICATION REQUIRED
