29 CFR 1926.651(e): Employee was not prohibited to be underneath loads handled by lifting or digging equipment: Excavation Site: On or about October 29, 2013 and at times prior thereto: two employees were observed underneath a suspended precast concrete drainpipe being lowered into the excavation. This condition exposed the employee crush-by and struck-by hazards.

This condition exposed the employees to entrapment and/or cave-in hazards.
