29 CFR 1926.1101(f)(1)(ii): Determinations of employee exposure were not made from breathing zone air samples that were representative of the 8-hour time weighted average exposures for each employee:  Location: Worksite   Employees were removing asbestos-containing thermal system insulation, popcorn ceiling surfacing material, caulking, roof flashing, and joint compound, and the personal air monitoring duration was not adequate.  Personal air monitoring must represent full shift, or 8 hour, exposure for employees in each work area.

29 CFR 1926.1101(f)(2)(i): The employer with a work operation covered by the asbestos standard did not ensure that a "competent person" conducted an exposure assessment immediately before or at the initiation of the operation to ascertain expected exposures during that operation or workplace:   Location: Worksite   Employees were exposed to asbestos from removing asbestos-containing thermal system insulation, popcorn ceiling surfacing material, caulking, roof flashing, and joint compound, and the employer had not ensured that a competent person performed an exposure assessment immediately before or at the initiation of the abatement.

29 CFR 1926.1101(h)(3)(iv)(A): The employer did not provide employees with a tight-fitting powered air-purifying respirator operated in the pressure-demand mode and equipped with either HEPA egress cartridges or an auxiliary positive-pressure self-contained breathing apparatus, whenever the employees were in regulated area performing Class I asbestos work for which a negative exposure assessment was not available or the exposure assessment indicated that the exposure level will be at or below 1 fiber per cubic centimeter as an 8-hour time weighted average:  Location: Worksite   Employees were exposed to asbestos while performing Class I work involving asbestos-containing thermal system insulation and popcorn ceiling material. They were wearing half-face negative pressure respirators, but the employer had not demonstrated that these were adequate based on a negative exposure assessment or by performing representative 8-hr time weighted average monitoring.
