29 CFR 1910.272(e)(1)(i): Current employees, and new employees prior to starting work in the grain handling facility were not trained in the general safety precautions, including recognition and preventive measures for the hazards related to dust accumulation and common ignition sources such as smoking:     (a) Rockmart, Georgia, chicken feed mill- On or about February 7, 2016, and times prior, employees were exposed to fire and explosion hazards in that employees were not told of specific areas that were considered "High Hazard" and about common ignition sources for combustible dust other than smoking. This was evident based on employer and employee statements regarding the use of steel sledge hammers provided by JCG Farms which were in fact spark producing tools.

29 CFR 1910.134(k)(6): The employer did not provide the basic advisory information on respirators, as presented in Appendix D of 29 CFR 1910.134, in written or oral format to employees who wear respirators when such use was not required by the employer:  a) Rockmart, Georgia, chicken feed mill- Employees exposed to dust using filtering facepiece respirators (disposable dust masks) while cleaning dust from walls and floors of the feed mill were not given the information regarding the use and limitations of dust masks contained in Appendix D of the respirator standard. The dust masks were used on a voluntary basis.
