29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met: (Construction Reference: 1926.59)  (a) Jobsite, 4800 Penn Avenue, Pittsburgh, PA:  On or about 02/29/16 the employer had not developed, implemented or maintained a written hazard communication program that addresses product labeling, safety data sheets and employee training..  Employees work with products such as, but not limited to: USG Sheetrock Brand All Purpose Joint Compound, Advanced Formula, Midweight, and Easy Sand 90.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area: (Construction Reference: 1926.59):  (a) Jobsite, 4800 Penn Avenue, Pittsburgh, PA:  On or about 02/29/16 employees who work with products/chemicals in the workplace had not received training at their initial assignment to ensure they understood the hazards associated with the products being used.  Employees work with products such as but not limited to: USG Sheetrock Brand All Purpose Joint Compound, Advanced Formula, Ready Mix; Midweight Ready Mix; All Purpose Joint Compound; Easy Sand 90.  Employees had not received training to inform them of potential hazards of working with the products or what personal protective equipment should be used for the employee's protection.

29 CFR 1926.452(w)(2): Scaffold casters and wheels were not locked with positive wheel and/or wheel and swivel locks, or equivalent means, to prevent movement of the scaffold while the scaffold was used in a stationary manner:  (a) Jobsite, 4800 Penn Avenue, Pittsburgh, PA:  On or about 02/29/16 the scaffold wheels on the mobile scaffolds being used by employees performing drywall finishing were not locked to prevent movement.
