29 CFR 1926.453(b)(2)(v): A body belt was not worn and/or a lanyard was not attached to the boom or basket when working from an aerial lift. Employees were exposed to fall hazard in that; (a) Employees were conducting framing work from the JBL Aerial Lift without utilizing personal fall protection and, (b) Employees were conducting framing work from the Genie Aerial Lift without utilizing personal fall protection.

29 CFR 1926.760(a)(1): Each employee engaged in a steel erection activity who is on a walking/working surface with an unprotected side or edge more than 15 feet (4.6 m) above a lower level was not protected from fall hazards by guardrail systems, safety net systems, personal fall arrest systems, positioning device systems, or fall restraint systems. At the north end of the building, employees performing metal framing work at the edge of the roof without fall protection at heights over 15 feet, exposing them to fall hazards.
