29 CFR 1926.501(b)(10): Each employee engaged in roofing activities on low-slope roofs with unprotected sides and edges 6 feet or more above lower levels, was not protected from falling by guardrail systems, safety net systems, personal fall arrest systems, or a combination of warning line system and guardrail system, warning line system and safety net system, or warning line system and personal fall arrest system, or warning line system and safety monitoring system:  (a)  CENTRAL PENN COLLEGE HEALTH SCIENCES BUILDING, ROOFTOP - Employee(s) performed roofing work, and the employees did not use any type of fall protection, thereby exposing the employees to fall hazards ranging from approximately nine (9) to nineteen (19) feet to the ground below, on or about March 21, 2016.  No abatement certification or documentation required.

29 CFR 1926.503(a)(1): The employer did not provide a training program for each employee potentially exposed to fall hazards to enable each employee to recognize the hazards of falling and the procedures to be followed in order to minimize these hazards:  (a)  CENTRAL PENN COLLEGE HEALTH SCIENCES BUILDING, ROOFTOP - Employee(s) performed roofing work, and the employee(s) had not been trained on the hazards of working at heights or the use of fall protection, thereby exposing the employees to fall hazards ranging from approximately nine (9) to nineteen (19) feet to the ground below, on or about March 21, 2016.  Abatement certification required within 10 days after abatement date.  The certification shall include a statement that abatement is complete, date and method of abatement, and states employees and their representatives were informed of this abatement.
