29 CFR 1910.1200(e)(1): The employer did not develop, implement, and/or maintain at the workplace a written hazard communication program which describes how the criteria specified in 29 CFR 1910.1200(f), (g), and (h) will be met (Maritime reference 1915.1200):    a) Throughout the facility, on or about 3/22/16: A hazard communication program was not written and developed for employees including, but not limited to, deck hands that use corrosive cleaning products and are exposed to metal dust from grinding operations.    A written hazard communication program must be developed and implemented that, at a minimum, addresses the following requirements:        1) Labeling of containers of hazardous chemicals and name or job title of the party responsible for container labeling,         2) Safety data sheets (SDSs) for each chemical used and their availability for employees,        3) Information and training on the hazards of the chemicals that are used by employees.       Abatement certification must be submitted for this item.

29 CFR 1910.1200(g)(1): The employer did not have a material safety data sheet for each hazardous chemical in the work place (Maritime reference 1915.1200):  a) Throughout the facility, on or about 3/22/16: Employees did not have access to safety data sheets for chemicals including, but not limited to bleach containing sodium hypochlorite and On & Off Hull & Bottom Cleaner containing hydrochloric acid.   Abatement certification must be submitted for this item.

29 CFR 1910.1200(h)(1): Employees were not provided effective information and training on hazardous chemicals in their work area at the time of their initial assignment and whenever a new hazard that the employees had not been previously trained about was introduced into their work area (Maritime reference 1915.1200):   a) Throughout the facility, on or about 3/22/16: Information and training on hazardous chemicals in the work place was not provided for  employees including, but not limited to, deck hands that use corrosive cleaning products and are exposed to metal dust from grinding operations.    Abatement certification must be submitted for this item.
