29 CFR 1910.132(f)(3)(iii): Inadequacies in an affected employee's knowledge or use of assigned PPE indicate that the employee has not retained the requisite understanding or skill. a) Jobsite: Upper Maple Drive & Orchard Drive, Clarks Summit, PA - On March 21, 2016, the affected employee fell from a tree after a limb broke; the employee's PPE failed to prevent the fall. Inadequacies in an affected employee's knowledge or use of the assigned climbing rope indicate that that the employee did not retain the requisite understanding or skill required to properly use a climbing rope.
