This condition exposed employees to falls hazards greater than 6 feet to the ground.

29 CFR 1926.1053(b)(1): The side rails of portable ladders used for access did not extend at least 3 feet above the upper landing surface, or was secured at its top to a rigid support that will not deflect and along with a grasping devise to assist employees mounting and dismounting the ladder.    On or about March 21, 2016 and at times prior thereto, four employees were observed working on a residential roof using an aluminum ladder to access the roof. The ladder did not extend at least three feet above the landing surface.  This condition exposed employees to fall hazards.
