29 CFR 1910.23(d)(1)(ii): The employer did not ensure that standard stair railings were provided on the open side of stairways less than 44 inches wide one open side:    a) E-Line: On or about March 23, 2016 and times prior employees used a fixed metal staircase approximately 36 inches wide, equipped with seven risers to gain access to the box dump loading platform. The stairway was not equipped with a standard railing, in that it did not have an intermediate rail on the open side of the stairway.
